获得访问所有手机存储的文件的权限
此项能力可以让应用程序获得访问所有收集存储的文件的权限。有了此项权限，应用程序甚至可以备份应用程序。
此项权限仅仅由手机设备生产商发放，因此此项权限一般情况下第三方合作伙伴是无法获得的。
