获取手机设备当前的位置
此项能力可以使应用程序获取手机的位置信息，手机的位置信息可以使内部或者外部的GPS模块提供，也可以是运营商的网络定位或者其他外部设备。
注意，如果使用外部的蓝牙GPS设备而并没有通过位置API获取位置的话，那么应用程序需要使用的就不是此项能力，而是本地服务。
此项能力仅可以通过使用开发者证书或者通过Symbian Signed认证的程序才可以获得。
