O instalador de aplicações no emulador não é funcional. Você pode instalar um tema no emulador de forma manual salvando os arquivos nos locais apropriados.
O aquivo .dll precisa ser salvo na pasta/diretório "!:\sys\bin\"
O arquivo .rss precisa ser salvo na pasta/diretório "!:\resource\plugins\"
