Freeware signing

Freeware (as well as open source applications) can be submitted to Symbian for signing without any fees. We don't need ACS Publisher ID to submit freeware applications either.
A freeware application has to be submitted via special route. Do not submit your freeware application via standard submission. For more information, please visit Freeware Route to Market FAQs. There is another paper from Forum Nokia, Freeware Opportunities for S60 and Series80 Developers.
Note that your application does not need to be signed by Symbian if you don't use any extended capabilities. If you are using basic capabilities only, i.e. LocalServices, Location, NetworkServices, ReadUserData, WriteUserData and UserEnvironment, you use self-signing.
