From S60 3rd Edition, Feature Pack 1 onwards, data recognizer plug-ins are no longer loaded during device startup.

Description

Data recognizer plug-ins are no longer automatically loaded at device startup on  S60 3rd Edition, FP1 devices. Instead, they are loaded dynamically on demand. This change was made in order to increase the amount of free RAM and achieve  faster startup times.
For 3rd-party applications this means that recognizers cannot be used for  running code at startup anymore. The intended purpose of the recognizer  framework, that is, mapping files to data (MIME) types, is not affected.

Solution

Launching applications or running code at startup using a data recognizer plug-in is not supported. S60 provides a Startup List Management API, designed specifically for this purpose.
