Overview
Flash Lite 2.0 and 2.1 applications in S60 3rd Edition, FP1 are not able to establish phone calls unless they have NetworkControl capability.
Detailed description
From S60 3rd Edition, FP1 onwards, Symbian C++ applications can launch Flash content using the Flash Viewer Framework API. In this case, the Flash application will not be run in Flash Player's process context, and the launching process needs to have NetworkControl capability in order to enable phone call functionality for the Flash application.
Other capability requirements depend on the Flash content. For example, if the Flash application needs network access, the host application must have NetworkServices capability.
Solution
This issue is fixed in S60 3rd Edition, FP2 (supporting FL2.1 and FL3.0) and S60 3rd Edition, FP1 devices updated with FL3.0. Now Flash content does not need the NetworkControl capability to make a call, but the Adobe Developer Edition of Flash still may need NetworkControl capability.
If content is opened in embedded mode, making a phone call is possible without the capability.
