SearchServices always returns 0

Description
DiscoveryAgent.searchServices should return a valid service id, but it only returns a zero on N70 and N73 phones.
This parameter is required to call DiscoveryAgent.cancelServiceSearch, which effectively means that the service search cannot be canceled.
