do i need partnering with Nokia for showing ticker on active idle?

Hi,

You have said, "The API’s to fiddle with the active idle are not available to 3rd party developers and can be had only after opening a partnering case with Nokia." does it mean that, even if follow your codes, i can run only in the simulator, never in the commercial handsets? More precisely, i wanted to develop a mobile advertisement platform, where i wanted to show the advertisements on the ticker. So please let me know, is it possible to deploy ticker on active idle screen without partnering with Nokia? Or I must have an agreement with them? Please suggest.
