The following root cause statements would require explanation and/or argumentation:
SECUREID is not correct (in MMP file) - any valid UID is a valid SID so what would this statement mean?
Attempting a FR,RI (in PKG file) without a Developers Certificate - such flags are simply ignored if the sis file is not signed by a trusted certificate, they do not cause the installation to fail
I hope whoever made these additions is going to bring arguments in their favor otherwise I will remove them within one week or so.

I've seen "Unable to install" with SIS files that contain more than one executable with the same SECUREID.

"Unable to install" is also displayed if binaries built for the emulator (WINSCW) are tried to install to the device.

Yes, if you have access to the source code you can see the error messages as well and trace them back to the source. But this is a great question to ask at http://developer.symbian.org
